No need to keep you waiting any longer: no, it’s not necessary to rinse out the beauty products that you are going to recycle. Although it is recommended to empty the bottles thoroughly, even if you have to run them underwater to get all the product out, but only to avoid dirtying the bins and to prevent unpleasant odors. Cleaning your packaging before throwing it is not needed for one good reason: once it arrives at the recycling facility, the waste is thoroughly washed.
